Bill graduated from Loras College, Dubuque, Iowa, with a B.A. degree in 1948, and from Georgetown University, Washington, D.C. with a J.D. degree in 1950. He was admitted to the Iowa Bar in February, 1951
He entered the general practice of law in Dubuque, Iowa, in 1951, and served as Assistant County Attorney of Dubuque County for 6 1/2 years.Bill was appointed Iowa Commissioner of Insurance in 1959 by Governor Herschel C.Loveless and was reappointed by Governor Harold E. Hughes. Bill took an active part in the affairs of the National Association of Insurance Commissioners, was elected Vice President of the NAIC in 1964, and was elected President of the organization for two terms. He was a member of the Iowa Bar Association, the American Bar Association, and was certified to practice before the U.S. Supreme Court. Bill joined the Patterson Law firm in January, 1967,where he remained until his retirement in 1995. He served as General Counsel of the Iowa Insurance Institute for many years.Bill served on the boards of several insurance companies. He was named as a Regent of Loras College, and served from 1974 to 1988, and was then made a Regent Emeritus. He was inducted into the Iowa Insurance Hall of Fame in 1998.
Mr. Timmons passed away January 9, 2009 and is buried at Glendale Cemetery in Des Moines, IA.
